FUNCTION: (Activities)

DAY AHEAD DEMAND FORECAST

  • Day Ahead hourly demand prediction of Orissa System as per the System Operation Procedure (SOP- 202). Analysis and comparison of the predicted demand with the actual demand for the corresponding period.
  • Distribution Companies provide their estimates of demand quarter hourly at each connection point on day ahead basis. Day ahead hourly System demand is being estimated taking into consideration of previous ‘Seven days' potential demand of the System starting from day before yesterday and the predicted demand of DISTCOs.
  • Adjustment to obtain potential demand for the next day.
  • Statement from DISTCOs relating to local area load shed.
  • Statement from SLDC relating to planned and forced outage of EHT equipments.
  • Proposed drawal by CPPs additional drawal by major industry.
  • Basing on the above, the day ahead demand curve and comparison of demand curves ( estimated Vrs. actual) for the previous day are being generated for display in the control room.
  • Basing on the data received from DISTCOs the comparison demand curve on DISTCOs' prediction, SLDC prediction and actual demand is being generated for analysis.

DAY AHEAD GENERATION SCHEDULING

  • All Generating Stations provide the hourly MW/ MVAR availability of all units to SLDC on day ahead basis.
  • CPPs provide their export figures on day ahead basis.
  • SLDC obtains 15 minutes MW entitlement of all ISGS including Chukha Hydro power station on day ahead basis.
  • SLDC review the availability data provided by Generators, export figures from CPPs day ahead demand prediction and any bi-lateral exchanges.
  • SLDC prepares the drawal requisition of ISGS and submit it to ERLDC.
  • ERLDC provides SLDC the 15 minutes check-wise drawal schedule from all  ISGS including Chukha hydro power station.
  • SLDC issues the despatch instruction to all State Generators & CPPs taking into consideration of availability of State & ISGS Generators.

ABT OPERATION

ABT (Available Based Tariff) is implemented to keep the power system in stable condition with monitoring the Central Sector drawal schedule of constituents and thereby controlling the system frequency. For any Unscheduled Interchange (UI), the constituent is penalized or rewarded. During low frequency, if any constituent draws below its share, it helps the system to improve frequency and gets financial reward for UI. On the other hand if any constituent over draw power during low frequency, the system frequency will further go down and hence, he gets penalty for over- drawal. But during high frequency condition, reverse is the case. Any constituent over draws gets reward by paying less or free power and vice versa. This mode of operation brings more stability to the system.

OPEN ACCESS SYSTEM

The Electricity Act 2003 mandates Open Access Transmission System under section38(2) (d) and 39(2) (d) of the Act. The C.T.U. and the STU shall provide non discriminatory Open Access to their transmission system respectively for use by any Distribution/Bulk licensee/Generating Company on payment of transmission charges/Wheeling charges to be specified by CERC and OERC. These consumers are categorised as :

1) Long Term Customer - If he makes agreement to take power more than 25 years.

2) Short Term Customer - If he makes agreement to take power less than 01 years.

PREPARATION OF REPORTS

The following periodical reports are being published by SLDC : Except the Annual System Performance Report that is concurred by OERC, all other reports are provisional.

The monthly System Performance Reports for the month of June-2005 are given below :

  • GENERATION CAPACITY
  • PERFORMANCE REPORT
  • AVERAGE GRID DEMAND
  • VOLTAGE PROFILE (220KV & 132KV)
  • FREQUENCY PROFILE
  • RESERVOIR LEVELS OF HPS
    • HIRAKUD, RENGALI, BALIMELA, INDRAVATI, JOLAPUT, U.KOLAB.
