Function

The SLDC is the Apex body to ensure integrated operation of the Power System in the State of Orissa .

The functions of SLDC derived in accordance to the provisions U/S 32 of The Electricity Act, 2003 and Clause 2.6 of Indian Electricity Grid Code (IEGC), are:

FACILITATES	: IT MONITOR INTEGRATED GRID OPERATION FOR QUALITY, SECURITY & REALIABILITY OF POWER SUPPLY IN THE STATE OF ORISSA IN CO-ORDINATION WITH ERLDC.IT EXERCISES SUPERVISION AND CONTROL OVER THE INTRA-STATE TRANSMISSION SYSTEM. IT KEEPS ACCOUNTS OF THE QUANTITY OF ELECTRICITY TRANSMITTED THROUGH THE STATE GRIDS. IT IS RESPONSIBLE FOR CARRYING OUT REAL TIME OPERATIONS FOR GRID CONTROL AND DESPATCH OF ELECTRICITY WITHIN THE STATE OF ORISSA THROUGH SECURE AND ECONOMIC OPERATION OF THE STATE GRID IN ACCORDANCE WITH THE GRID STANDARDS AND STATE GRID CODE. IT IS RESPONSIBLE FOR OPTIMUM SCHEDULING AND DESPATCH OF ELECTRICITY WITHIN THE STATE OF ORISSA IN ACCORDANCE WITH THE CONTRACTS ENTERED INTO WITH THE LICENSEES OR THE GENERATING COMPANIES OPERATING IN THE STATE OF ORISSA .
COORDINATES	: DRAWAL SCHEDULE FROM STATE SECTOR GENERATORS, CPPs AND FOR BILATERAL TRADING.
PROVIDES	: AVENUES FOR INTRA AND REGIONAL EXCHANGES
TELEMETERS	: REAL TIME DATA FROM MAJOR GENERATING PLANTS AND SUB-STATIONS IN THE STATE
ISSUES	: CLEARANCE FOR OUTAGE OF ELEMENTS FOR MAINTENANCE WORK INCLUDING STATE SECTOR GENERATORS.
SUPPORTS	: PERFORMING SIMULATION AND OPERATIONAL STUDY FOR REAL TIME OPERATION.
MONITORS	: GENERATION OF STATE POWER STATIONS AND POWER FLOW IN MAJOR LINES AND TIE LINES
ENDEAVOURS	: TO MAINTAIN NETWORK SECURITY
ENSURES	: COMPLIANCE OF ALL DIRECTIONS ISSUED BY RLDC TO STU / GENERATING COMPANIES / ANY OTHER LICENSEE OF THE STATE.
ENFORCE	: THE DECISION OF ERPC (EASTERN REGIONAL POWER COMMITTEE)
IMPLEMENTS	: SEGC / IEGC /REGULATORY DIRECTIVES AND INDIAN ELECTRICITY ACT 2003.

Management of State Grid Code and Regulatory affairs with regard to Power System

Management of State Grid Code, Regulatory affairs relating to System Operation and related matters of Indian Electricity Grid Code (IEGC).
Co-ordination with Users for effective management of Grid Code.
Conducting of Grid Code Review Panel meeting preparation of comprehensive reports on Review , to be submitted to OERC.
Co-ordination with ERLDC/ ERPC.
Meetings: OCC/Protection Committee.

REAL TIME MONITORING

FREQUENCY MANAGEMENT

SLDC in co-ordination with ERLDC, makes all possible efforts to ensure that the grid frequency remains always within the approved band width 49.0 Hz to 50.5 Hz band as per the provision under Section 8.3 of the Grid Code. When frequency falls below 49.0Hz, SLDC explores and utilises internal Hidro generation capacity and if required takes steps for requisite load shedding to curtail over drawal.

VOLTAGE MANAGEMENT

SLDC carries out Load Flow Study from time to time to predict where voltage problems may be encountered and to identify appropriate measures to ensure that voltages remain within the permissible limits. On the basis of these studies SLDC instructs Generators and CPPs to maintain specified voltage levels at interconnecting points. SLDC in co-ordination with ERLDC regulates voltage levels by reactors.

MONITORING OF GENERATION AND DRAWAL

SLDC continuously monitors generating unit outputs against the despatch instruction issued and bus voltages.
SLDC continuously monitor actual MW drawal from central sector Generators against the scheduled, by use of available SCADA equipment . SLDC also request ERLDC and adjacent States as appropriate to provide any additional data required to enable this monitoring to be carried out.
SLDC also monitors the actual MVAR drawal to assist in transmission system voltage management.

OPERATIONAL SYSTEM STUDY

Operational Load flow study of Orissa System under different condition are being carried out as and when required with analysis of results.
